MINUTES OF

TOWN OF NORTH SALEM

COUNCIL MEETING

NOVEMBER 2, 2017

 

  1. CALL MEETING TO ORDER:

The November 2,  2017 Town of North Salem Council Meeting was called to order by Council President Rebecca Compton at 6:00 pm.

 

  1. ROLL CALL:

Rebecca Compton, President – Present           ______________________________________

Mike Russell, Vice President – Present             ______________________________________

Jimmy Roberts, Member – Present                   ______________________________________

 

  1. PLEDGE/PRAYER:

Council President Rebecca Compton led with the Pledge of Allegiance followed by a prayer.

 

  1. MINUTES:

Rebecca  asked if there were any additions or corrections to the October  minutes; there being none, minutes were approved as written.

 

  1. OLD ITEMS:
  2. Update on Sidewalks/bricks/new trees – Rebecca told Mark that the new trees he planted looked great; Mark will stake them soon to make them more steady.  Mark also stated that he has replaced the bricks in the sidewalk next to the Post Office.
  3. Spotlight of Town Ordinances – Rebecca asked if there was a particular Ordinance that needed spotlighting; there was no comment. Rebecca asked everyone to think about it and let Beth know.
  4. Town Flag Project – We received several entries; Council will choose winner after the Board meeting tonight.
  5. Update of Replacing Filter Media – This project was completed on October 30th.
  6. Update on Painting of the Hydrants – Mark reported that this is still in progress.
  7. Halloween Update – Marshal Berry stated that everything went well; no issues.
  8. Town Hall Security – Beth stated that she and Mark are still doing some research on this.

 

  1. NEW ITEMS:
  2. Eric Wathen was in attendance to discuss money that will be available to Municipalities from INDOT for sidewalk projects in 2022. Eric explained the process and stated that he would  assist us with completing the application which is due by November 22nd.
  3. Ham and Bean Supper – Everything is ready; we have received five items for door prizes.
  4. Christmas Dinner – it was decided to have Liz cater our annual Christmas dinner this year; it will immediately follow the December Board Meeting.
  5. Tall Grass/Trash/Update on house that burned on SR 75 – it is so late in the season it was decided to wait until spring for any clean up notices. Also, the garage that burned is now down; house is secure.  Rebecca also mentioned a few other things she has observed in town; after much discussion it was determined that nothing could be done at this time; Jimmy asked about a property close to him that needs cleaned up; he thought it was abandoned however this property recently sold and the new owners will be cleaning it up.

  1. REPORTS:
  2. Mark – Mark had well testing done and his wells are pumping the same as they were three years ago. He also stated that there is one street light on the corner of SR 75 and Railroad Street not working; he will contact Duke.
  3. NSPD – For the record, Rebecca presented the NSPD report for the month of October.  Marshal Berry also stated that Ron Kneeland is still completing some training; they both attended a Marshal’s Conference last week.   Marshal Berry also discussed the quote for the body cameras.  After much discussion, it was decided to do some further research to try and find a less expensive option.  Rebecca also asked  how the Papa John’s Pizza event went; Marshal Berry stated that at this point he is not sure because the weather wasn’t the greatest.
  4. Council – No report.
  5. Harold Blake – stated that he has completed an application to attend a seminar on “Creative Funding” on November 14th.
  6. Clerk-Treasurer – No report.

 

  1. PUBLIC:

Doug Davidson and Ed McAfee were in attendance to discuss an issue they are both having with a neighbors dogs.  After much discussion they were informed that the Town has repealed it’s ordinance regarding barking dogs and that this was now a civil issue;  they will  have to take it up in court.

 

  1. ADJOURNMENT:

There being no further business, the meeting adjourned at 7:00  pm.  The next Council Meeting will be December 7th  at 6:00 pm.
