TOWN OF NORTH SALEM COUNCIL MEETING
June 4, 2009
1. CALL MEETING TO ORDER:
The June 4, 2009 Town of North Salem Council meeting was called to order by Council President Mike Selch at 6:00 pm.

3. READING OF MINUTES:
Minutes of the May 2009 Board Meeting were unanimously approved.
4. CITIZEN’S INPUT:
Discussion began on the alley between the Zurcher and Stephens property on Main Street and whether or not the Town should rescind it’s previous ordinance vacating the alley ways. Mike Selch said that his understanding was that the alley between the two properties was never vacated; it was the alleys in the back of the Zurcher property that were vacated. Town Attorney Harold Blake said that the general rule is that when an alley is vacated, the property line between the adjoining properties then becomes the center line of the former alley. Harold recommends that we leave things the way they are with the ordinances that have already been passed and leave it to the property owners to come to an agreement to resolve the matter.
Terry Woodrum said that he is having trouble with rust in his water. Mark told him that it sounded like it may be his water heater or water softener and to check out both.
Woody Woodrum asked about the water rates and if the Town was doing any better financially. Mike stated that yes the water fund is now in the black barely but waste water was still operating in the red.
5. OLD BUSINESS:
Clean-up notices were discussed and letters will go out soon.
6. NEW BUSINESS:
Mike Selch presented the estimate ($2650) to have the water tower inspected. Discussion was held on this, and also land acquisition, core drilling, stimulus money and grants available. There were extenuating risks of expenses for at least $15,000 for core drilling to prove that there is good water on the 12.5 acre parcel and the Town would have to come up with the 20% match if we applied for grant money to purchase. Mike Selch made a motion to spend $2,650 to inspect the water tower for it’s current condition as the very first step towards a new water system and the motion died for lack of a second. After much discussion, it was decided not to pursue the core drilling, stimulus money or grants and release the property option to Lew Kinkead.
Mike Selch reported that Cheryl received the Warranty Deed from George & Peggy Ford; that a representative from the Census Bureau will be making a presentation at the July 2009 Board Meeting; and that someone will be coming in to the office to take a look at the computer and possibly freeing up some space by eliminating programs we no longer use.
He also mentioned that the Town needs more signage during Old Fashion Days as far as parking, etc.

Mark thanked the Board for letting Doug Frazier help him part time. It has worked out well. Billy commented that he has heard nothing but good things about Doug.

There being no further business, the meeting was adjourned at 7:12 pm.
