CORRECTED MINUTES OF

TOWN OF NORTH SALEM

COUNCIL MEETING

JULY 1, 2010

 

1.  CALL MEETING TO ORDER:

The July 1, 2010 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:02 pm.

 

2.  ROLL CALL:

Mike Selch – Present           ____________________________

Billy Woodrum – Present   ____________________________

Mike Russell –  Present      ____________________________

 

3.  READING OF MINUTES:

Billy made a motion to approve the June 2010 minutes as written; Mike R. seconded; motion passed. 

4.  CITIZEN INPUT:

  1. John Berry gave a report on the communication workshop that he attended on June 9th.  He also asked if Chief Perry had a deputy.  It was stated that he did have a part time deputy.  Harold Blake asked John if any one on the Fire Department was still in law enforcement or if anyone might be interested in being deputized; John was not sure because he has never brought it up.  Harold said that there is a Reserve Officer course that could be taken; Billy asked that if there was already a reserve officer living in town who works in another town, could they be asked to work and Harold said yes.

5.  OLD ITEMS:

  1. Codification – nothing to report at this time.
  2. Mark met with the representative from the insurance company about the merry-go-round.  She confirmed that it does need to be removed as it is no longer acceptable. 
  3. Billy made a motion to pass the new swimming pool ordinance on the second reading; Mike S. seconded; Mike R. made motion unanimous.

6.  NEW ITEMS:

  1. NSPD update – Donnie not in attendance; hold until next month.
  2. Salary Ordinance – Mike S. and Mike R. recommend that budget remains the same as last year.  Billy doesn’t support the amount of money in the budget for a Deputy Clerk Treasurer.  Billy thinks Mike R. should excuse himself from any vote on salaries because it involves a family member.  Mike R. stated that there is no law against it; Billy stated that’s true, but not ethical.  Harold Blake stated that there is no law against it pertaining to smaller cities and towns and that the nepotism factor in Indiana only pertains to state and some county employees.  In smaller cities and towns it is not uncommon for more than one family member to be employed at the same location. 
  3. Future ordinances – Billy doesn’t think one complaint constitutes writing an ordinance for dog owners and cleaning up after them.   Can look at this in the future if we receive additional complaints.
  4. Billy presented a list of properties that he feels need to be cleaned up.  Mike R. suggested that letters be sent this month.
  5. Street Fair – set for Saturday, July 3rd from 10:00 am until dusk.  Will have booths, food and a live dj, plus local shops will be open.
  6. Mike S. read aloud a thank you card for the flags placed at the cemetery from Woody Woodrum on behalf of the veterans.  Woody mentioned that when the crew was mowing at the cemetery they damaged a few of the flags.  Harold suggested he send a bill for the damaged flags to the cemetery board for reimbursement.
  7. Billy mentioned that the flag at the post office was tangled up in the lights on the tree and wrapped around the flag pole.  He also said that they have 4 wheel drive trucks still speeding on North California Street and Ladoga Road.  There continues to be problems with kids on golf carts.

7.  ADJOURNMENT:

There being no further business, the meeting was adjourned at 6.50 pm.  The next Council meeting will be held on Thursday, August 5, 2010 at 6:00 pm.
