MINUTES OF

TOWN OF NORTH SALEM COUNCIL MEETING

SEPTEMBER 2, 2010

 

1.  CALL MEETING TO ORDER:

The September 2, 2010 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:03 pm.

 

2.  ROLL CALL:

Mike Selch – Present           ____________________________

3.  READING OF MINUTES:

Billy made motion to approve corrected July minutes and also August minutes as written; Mike R. seconded; motion passed.  Mike S. stated that for future meetings, corrections be made on the minutes and approve at the same meeting rather than waiting until the next month to approve.  All were in agreement.

 

4.  CITIZEN INPUT:

 

There was no citizen’s input.

 

5.  OLD ITEMS:

a.  Codification update – nothing to report at this time.

b.  Update Ordinances – nothing to report at this time.

c.  Insurance Alliance Risk recommendations update – only item open at this time is the ladder on the water tower; Mark is still working on this.

 

6.  NEW ITEMS:

 

a.  Dialer for wastewater has been ordered and will be installed as soon as possible. 

b.  Future Ordinances and Enforcement of Existing Ordinances – We have several items on our list and we will be discussing at future meetings and will try to get these organized by the first of the year.

c.  Budget 2011 – budget was advertised August 21st and 28th; public hearing is tonight and Mike S. asked for any comments.  No comments received.  Budget will officially be adopted at October 7th meeting.

d.  OFD & 175 – Mike S. listed the items that will be up for silent auction as well as the games planned, souvenirs available for purchase, etc.  Also Frank Walker, WWII survivor, will be showing some of his collection and giving presentations throughout the weekend on his experiences in Iwo Jima.    There is an OFD meeting scheduled for tonight at 7 pm to finalize plans for the weekend.

e.  There is no North Salem Police Dept. report at this time; will have a report at the October meeting.  Mike S. asked for comments; several people in attendance asked where Donnie was during the day and what his hours were and if he had to document his hours.  Mike S. said that we have not had specific guidelines in the past and that the Board has been negligent.  Mike mentioned that we have relied on the integrity of our Department and the fact that we do have a good reputation with other area police departments.  We are in the process of developing something and bringing forth set guidelines.  After much discussion, Billy said that they are in the process of looking for a Deputy Marshal and that there would be significant coverage over Old Fashion Days weekend. 

f.  Board signed a resolution reducing the 2010 LRS Fund appropriation for the Town of North Salem.

g.  Billy brought up his concern regarding golf carts and the fact that they are supposed to have a slow moving vehicle sign on them as well as lights, etc.    He is seeing many around town that do not have these things.  This ordinance needs to be enforced.  There was some question regarding state guidelines for use of golf carts as far as safety seats for children, etc. 

h.  Billy also brought up the clean up ordinance and the fact that letters need to be sent soon.  The Council will review this.

i.  Ric Scrimager asked how much money the town saved with switching insurance; Billy said it was about $1600 a year.  Ric asked about the insurance auditor saying that before the town could get insurance the merry go-round had to be removed and a cover put on the ladder of the water tower.  Mike S. explained that the town had insurance and that the company, after an inspection, recommended that these things be done as part of a state wide law affecting all insurance companies.

8.  ADJOURNMENT:

There being no further business, the meeting was adjourned at 6.28 pm.  The next Council meeting will be held on Thursday, October 7, 2010 at 6:00 pm.
