TOWN OF NORTH SALEM
March 3, 2011
1. CALL MEETING TO ORDER:
The March 3, 2011 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:03 pm.

3. READING OF MINUTES:
Mike S. asked if there were any additions or corrections for the January minutes; there being none Mike R. made motion to approve as written; Rebecca seconded; motion passed unanimously.
4. CITIZEN INPUT:
a. Billy wanted to say thank you for the information sent with the water bills; it is very helpful. Also asked about the status of clean up notices for several properties around town. Mike S. explained that they are in the works and notices should go out within the next 30 days. Billy also asked when heavy trash pickup would be and Mark said we would probably go with curbside heavy trash pick up again this year.
Chuck Fancher asked the Council what the town was doing about a Town Marshal and Mike S. said that would be addressed later on the agenda.
5. OLD ITEMS:
a. Water Tower Ladder Guard has been received and will be put up soon weather permitting. The Dispatch Fee, re-evaluation of town buildings, recording of meetings, etc., and drainage issues are all on hold as of now.
6. NEW ITEMS:
a. Mike s. reported on IACT and the fact that we did re-join this year. They have a medical trust and we have completed all the paper work to hopefully get better health insurance coverage through them. Mike also mentioned that he has enrolled in a Webinar through IACT covering Federal and State Banking Regulations taking place on March 15th.
b. Salary Amendment – Doug Frazier full time. Rebecca made motion to approve and adopt the salary amendment; Mike R. seconded; motion passed unanimously.
c. NSPD – Mike S. reported that Heath Kerns resigned Friday, February 25th. We have been accepting applications for a part time deputy. He announced that John Berry is the primary candidate for part time Town Marshal and will hopefully be able to go through the Indiana Law Enforcement Academy in April and be fully certified by mid July. We need an interim Town Marshal in the mean time. Out of the applications received, we have chosen Christopher Pickens to fill in at this time. He is a current law enforcement officer and has experience. Chuck Fancher asked how much experience he had and Mike S. said that he finished his training in 2001 and was with the Marion County Sheriff’s department. and is currently with the Putnam County Sheriff’s department as a deputy. His hours will be random throughout the week and weekends. We hope to have John come on as part time Town Marshal in July and keep a part time deputy and reserve officer as well if the budget allows. Mike S. made a motion to hire Chris; Mike R. seconded; motion passed unanimously.
d. Merchant Account\Pay Pal – still trying to work out details with paying on line, etc.
e. North Salem Website – Mike S. reported that in January 2010 we had over 2,000 hits on the website and it has gone up each month. We had over 4,600 hits in November.
f. Hendricks County Parks – They are scheduling a Park to Park run in June that will begin at McCloud Park and come through North Salem. Mike S. spoke with Bill Roche and he said that McCloud Park had over 32,000 visitors in 2010. Mike mentioned that if that figure gets to a certain point, it may require that North Salem have full time EMS available since it is in our district.

7. ADMINISTRATIVE ITEMS:
a. Mark reported that we will schedule curbside heavy trash pickup for the first Tuesday in May. He also mentioned that he is putting out for bids on painting the water tower in 2012 and he will look into pricing for new street signs\speed limit signs so we need to make sure we have that in our budget for 2012.
b. Rebecca made comment about water bill inserts and asked for suggestions of information that anyone would like included on these inserts. We believe this is a good communication method for town residents. Chuck Fancher asked why the website was not up to date as far as town minutes go. Mike S. explained that we cannot post the minutes until they are approved; so February minutes are not approved until the March meeting and then they are posted on the website. He did say that the proposed minutes are posted in the window of the Town Hall.
c. Mike R. mentioned the fact that we need to update our electricity at Machinery Field. Fleece Performance had mentioned that they would help pay for new electricity. Mark will obtain some quotes.
d. Harold Blake commented on a possible traffic control ordinance and animal control ordinance and research he has done. This will take a pretty involved ordinance and he will need some additional information. Mike S. mentioned that the traffic ordinance will allow the Marshal to issue citations and they be paid to the town and not go on record or on your driver’s license. This could benefit the town greatly in extra revenue. If the fines are not paid by the individual, then it goes to the county to collect and go through the courts. We are also looking at possibly have a dog registration fee and also requiring dogs to be on leashes. Mike said he has received some information and will forward to Harold via email.
e. Beth mentioned several items that each council member was given copies of: 1. Bullet Proof Vest grant opening up in April; 2. Hendricks County Foundation and the availability of grant money to distribute in 2011; 3. HCC Risk Alliance and their recommendations for the Town of North Salem which include having a Town Employee Hand Book.
There being no further business, the meeting was adjourned at 6:44 pm.
The next Council meeting will be held on Thursday, April 7, 2011 at 6:00 pm.
