TOWN OF NORTH SALEM
June 2, 2011
1. CALL MEETING TO ORDER:
The June 2, 2011 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:01 pm. Mike also made the announcement that the meeting would be adjourned by no later than 7:00 pm because of a scheduled and advertised Board of Zoning Appeals meeting at 7:15 pm.

3. READING OF MINUTES:
Mike S. asked if there were any additions or corrections for the May minutes; there being none, Mike R. made a motion to approve; Mike S. seconded.
4. OLD ITEMS:
a. Re-Evaluation of Town Buildings is ongoing.
b. Drainage issue of Harris and Cosby has been completed.
c. Clean up – Workshop was held on Tuesday, May 17th . Clean up assistance notice was included in May water bills. Received letter from the County; they are working with a homeowner town. Homeowner submitted a letter outlining plans for clean up. Council approved and will send on to the County. The matter is in the hands of the County.
d. Mike S. stated that the Council discussed at a workshop the dispatch fee; it was decided to send $1494 to the Town of Plainfield for the Dispatch Fee which brings us up to date for 2011. Mike S. made a motion to pay this amount; Mike R. seconded.
e. American Legal – contract was signed and submitted.
f. NSSB – Council submitted letter allowing alley to be used for re-zoning for sign.
5. NEW ITEMS:
a. Vicki Cox informed the Council about the upcoming July 2nd Street Fair. She stated that there will be booths; local artist; sidewalk sales; arts and crafts, etc. This will take place on South Broadway Street from 10 am to 4 pm.
b. Dog Control Ordinance – Harold guided the Council through the proposed Animal Control Ordinance 1-2011. After much discussion, Mike S. made a motion to pass on the 1st reading; Mike R. seconded. Harold suggested both be posted on the Town website asking for community input.
c. Traffic Fines Ordinance – Harold guided the Council through the proposed Traffic Fines Ordinance. After much discussion, Mike S. made a motion to pass on the 1st reading subject to revisions; Mike R. seconded.
d. OCRA Regional Economic Workshop was today; Mike S. has requested information be provided to him from this meeting since he was unable to attend.
e. CDBG Focus Funding – this officials training has not yet been re-scheduled.
f. May Clerk Treasurer Workshop – Beth reported on the workshop attended by she and the Deputy Clerk Treasurer which focused on the new Gateway program. This program is what is required now to submit the budget on line with the Department of Local Government Finance. This is of no cost to us.
g. May Budget Workshop – Mike S. attended this day long workshop in Indianapolis along with the Clerk Treasurer and Deputy Clerk Treasurer.
h. Clerk Treasurer reported that our water and sewer utilities are both in the black.
i. NSPD – John let everyone know that both he and Josh Butler were just a couple of weeks away from completing their pre-basic classes and weapons classes. He has had some ride-alongs with Danville Police Department as well as here in town with Officer Ron Kneeland. Mike S. also reported on the bullet proof vest program they are working on. It is a requirement that we have a mandatory wear policy in place before we can be approved for this grant program. Mike S. asked for approval to proceed with putting this in place. Mike R. seconded.

j. Mike S. mentioned that we received an inquiry on the website asking if the town had a gambling ordinance. This comes from someone who is interested in purchasing the Red Dog. Mike will respond that we follow all state statutes.
6. ADMINISTRATIVE ITEMS:
a. Doug presented quotes for re-paving. Mike R. made a motion to go with Triangle; Mike S. seconded.
b. Clerk Treasurer reported on a Certified Public Managers program that is coming up and the cost involved. Harold suggested that we do nothing at this point until the state mandates it.
7. C ITIZENS INPUT:
a. Larry Catt asked if the rumor was true that the water rates were going to be going up again. Mike S. told him that it is just a rumor. There are no plans to raise water rates.
b. Bill Woodrum asked why Officer Pickens has not been around; Mike S. stated that he was dismissed on May 19th.
c. Kevin Mattingly submitted a written article on Milton Russell, a resident from North Salem who was an officer in the Civil War.
There being no further business, the meeting was adjourned at 7:00 pm.
The next Council meeting will be held on Thursday, July 7, 2011 at 6:00 pm.
