MINUTES OF

TOWN OF NORTH SALEM

COUNCIL MEETING

July 7, 2011

1.  CALL MEETING TO ORDER:

The July 7, 2011 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:00 pm. 

2.  ROLL CALL:

3.  READING OF MINUTES:

Mike S. asked if there were any additions or corrections for the June minutes; there being none, Rebecca made a motion to approve; Mike S. seconded.  

4.  OLD ITEMS:

a.  Re-Evaluation of Town Buildings is ongoing.

b. Clean up – Town received correspondence from the County about a property in town that they are seeking litigation on.  Also, the Council did identify some properties in May that need to be cleaned up.  Notices went in water bills reminding residents that the town is available to assist with clean up. 

c.  NSSB Sign – bank has changed the surveyor and engineer so this is still ongoing.

d.  July Street Fair was a success. 

e.  OCRA Workshop – geared towards “Brownfields” and new state requirements.   

5.  NEW ITEMS:

a.  Dog Control Ordinance – Second Reading.   Rebecca made a motion to put the number of dogs\cats at 4 per house hold; Mike S. seconded.  Rebecca also made the motion to pass the ordinance on the second reading as amended; Mike S. seconded. 

b.  Traffic Fines Ordinance – Second Reading.  Rebecca made a motion to pass on second reading noting that they may amend on 3rd reading; Mike S. seconded.

c.  NSPD Vests – We have been enrolled and accepted in a grant program for new bullet proof vests.  As a stipulation, we must adopt a “Mandatory Wear” policy.  Rebecca made the motion to move and adopt the NSPD Mandatory Wear Policy; Mike S. seconded.

d.  2012 Salary Ordinance – Mike S. made the motion to move and adopt the Salary Ordinance for 2012; Rebecca seconded.

e.  Utility Bills\Abandoned Property – will discuss next month when clean up notices are discussed.

f.  IACT Annual Conference – Mike S. noted that the annual conference will be held in downtown Indianapolis in October.  Sections of this conference will be geared to the smaller towns.

6.  ADMINISTRATIVE ITEMS:

a.   Mark stated the mowing and trimming they have been doing on some of the abandoned properties in town.  Also, that he and Doug have assisted a  few home owners with clean up of their properties.  Mark wanted to know how the town recoups our  time used to clean up abandoned properties.  Harold suggested that we come up with a flat figure – $100 per single lot and $200 for a double lot and adopt a fee schedule to our already existing ordinance.  Mike S. made the motion to adopt this fee schedule; Rebecca seconded.

Mark also reported that he is currently obtaining quotes on having the water tower repainted next year.  Mike S. asked him about the status of new speed limit signs.  He said that he will work on this.  A note should be placed in the water bills about these new speed limits on side streets.  Mark also stated that they will be putting back up the

one way sign on Short street by the bank.  The speed limit will be 10 miles per hour.    

b.  Chief John Berry reported on the NSPD.

c.  Beth reported that the State Board of Accounts would be in the office for the next few weeks auditing the books for 2009 and 2010.

7.  CITIZENS INPUT:

a.  Linda Cassity asked about the water quality report that went out with the June utility bills. 

b.  Gary Harris asked if the town was planning to write an ordinance on mini-bikes and mini-motorcycles.   There are no plans as of right now.

8.  ADJOURNMENT:

There being no further business, the meeting was adjourned at 6:59 pm.

The next Council meeting will be held on Thursday, August 4, 2011 at 6:00 pm.
