1. CALL MEETING TO ORDER:
The May 3, 2012 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:01 pm.
2. ROLL CALL:

3. READING OF MINUTES:
Mike S. asked if there were any additions or corrections for the April minutes; there being none minutes were approved as written.
4. OLD ITEMS:
a. Hendricks County Court Cases Pending – Mike S. reviewed cases that the County has open.
b. Municipal Code Update – we received our Code on CD and have loaded them onto the computer in the Town Hall. We will be receiving hard copies some time this month.
c. Utility Bills, Examination and SBA – tabled until new code is examined.
d. Rainy Day Fund – after some discussion, it was unanimous that we establish a Rainy Day Fund. Harold will begin process of putting together an Ordinance to establish a Rainy Day Fund and have a draft for our meeting in June.
5. NEW ITEMS:
a. Waste Water “Sludge” disposal – Doug Clodfelter, Waste Water Superintendent presented the Council with a plan for sludge removal. This new system will be more efficient and cost. After much discussion, Mike R. made a motion to approve such plan; Rebecca Compton seconded; motion passed unanimously.
b. Additional Appropriations – Beth spoke to the Council about appropriating money from CEDIT to cover the cost of cleaning and painting the water tower this summer. It was unanimous to go ahead and start the appropriation process. Mark also mentioned that a letter should go out to residents letting them know that during the process of cleaning and painting, the water will appear “bubbly” because of the air in the lines. Notice will go in the water bills.
c. Clean Up Mike S. mentioned that he and the other Council members drove around town on April 24th and identified a few properties that should receive clean up notices. It was unanimous that letters be prepared and mailed.
d. Hendricks County Wheel Tax – letter was sent from Council members supporting an increase in the Wheel Tax.
e. IACT – Mike S. presented 2012 IACT Legislative Initiatives to each Council Member for review.
a. Mark Basham – mentioned that he worked with Toby from Indiana Rural Water Alliance in putting together our Wellhead Protection Plan – Phase II and that this has been submitted to IDEM. He also mentioned that heavy trash pick up went over well and we had about 6 tons picked up that day which isn’t very much. We will stay with heavy trash pick up once a year.
b. NSPD Marshal Berry presented his report for the month of April. Also mentioned that the squad car was in the shop and repairs were being made which were mostly covered under warranty. He hopes to pick it up Friday, May 4th.

c. Rebecca said she is still working on sidewalk funding as well as emailed the State Highway Dept. in Crawfordsville regarding the speed limit coming into town but has not heard anything. She is working on the Park2Park swag bags and has also been in touch with Bill Roche with Hendricks County Parks regarding the Lew Kincade property. He will get back with her after their next meeting.
There being no further business, the meeting adjourned at 7:06 pm. The next Meeting will be June 7th at 6:00 pm.
