TOWN OF NORTH SALEM
June 7, 2012
1. CALL MEETING TO ORDER:
The June 7, 2012 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:01 pm.
2. ROLL CALL:

3. READING OF MINUTES:
Mike S. asked if there were any additions or corrections for the May minutes; there being none minutes were approved as written.
4. OLD ITEMS:
a. Municipal Code – the newly updated Municipal Code Books were distributed to Council and Harold. Mike S. asked if Brownsburg Town Court should receive a hard copy or cd and Harold stated that they would most likely want a hard copy. Harold also stated that he will draft an ordinance accepting the new code book and present it at the July meeting.
b. Utility Bills, Examination and SBA – tabled until new code is examined.
c. Rainy Day Fund – Ordinance 2012-1 establishing a Rainy Day Fund was presented. Mike S. made a motion to pass on 1st read subject to amendments; Rebecca seconded.
d. Mike brought everyone up to speed on where Doug Clodfelter was at with regard to the sludge removal.
5. NEW ITEMS:
a. IACT – Mike S. reported on the IACT workshop attended at the end of May. We obtained much information including a new Anti Nepotism Ordinance and statewide smoking ban that we must deal with.
b. Anti Nepotism Ordinance – Harold briefly explained the State’s requirement that all cities and towns adopt a mandatory Anti-Nepotism policy by July 1st. Harold presented Resolution 2012-1 stating that the Town intends to pass an Ordinance regarding this matter but is unable to do so on or before July 1, 2012 due to not having all members of the Town Council present at this meeting. Rebecca made a motion to pass; Mike S. seconded. Next, Ordinance 2012-2 establishing an Anti Nepotism and Conflict of Interest Policy was presented and Rebecca made a motion to pass on 1st reading; Mike S. seconded.
c. Mike S. discussed the statewide smoking ban that goes into effect July 1st. We must post a sign on the front of the building.
d. Water tower will be inspected and painted some time this month on the first part of July.
e. HCCC – Antenna – County wants to install an antenna in North Salem for the Fire Station pagers. They wanted to put on the Water Tower, but we would need a generator. It was suggested that it be put on the tower at the Fire Station where there is already a generator.
f. 911 Dispatch Funding – There will be a meeting at the Government Center on Tuesday, June 12th at 1:00 pm regarding the funding of the new Hendricks County Communications Center. Members of the Council, Clerk Treasurer, Township Trustee, NSPD, and Fire Department will be attending and this will greatly affect our budgets.
g. Council Workshop – Mike announced that there will be a Council Workshop on June 13th at 6:00 pm.

h. Park2Park Run – Rebecca gathered some items to put included in the “swag bags” for the Park2Park run on June 16th.
i. Disposition of Scrap & Unused Equipment – Mike S. presented photos of equipment not used any more, plus mentioned items not pictured. He wants to sell or auction and maybe advertise on the IACT website. Rebecca made a motion to declare items as surplus property; Mike S. seconded. Bob Goldsmith offered to take all scrap to Ray’s with no charge to the town.
Both Mark Basham and Marshal Berry chose to let Public speak because what they had to say concerned both the Water Department and the Police Department.
Dom Perillo, owner of Perillos Pizzeria here in North Salem, spoke about the quality of his water. They had to install a filter system because they have rust and iron in their water. Mark assured him that the water was safe to drink and that we have to have it tested on a daily basis. Steve Miller, owner of North Salem Antiques and Sundries, was also in attendance to speak about the rust and iron in his water. Mark stated that they were aggressively looking for the source of the problem. He also stated that the town is in need of a new filter plant, however, that would cost at a minimum $200,000.00. If we are fortunate enough to get a grant, the town would still need $20,000-$40,000 dollars because you have to have a percentage to put down. Rebecca asked Mark to give her some contact information and she would look into possible grants available.
Bob Goldsmith was also in attendance and mentioned a couple of issues he is concerned about. Marshal Berry spoke about these concerns.
Rebecca wanted to mention that the State Highway Dept. has agreed to move the speed limit is going to be reduced to 30 MPH coming into town by the Fire Station and that the signs will be placed farther out of town
There being no further business, the meeting adjourned at 7:06 pm. The next Meeting will be July 5th at 6:00 pm.
