MINUTES OF

TOWN OF NORTH SALEM

COUNCIL MEETING

August 2, 2012

1.  CALL MEETING TO ORDER:

The August 2, 2012 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:01 pm.  

2.  ROLL CALL:

3.  READING OF MINUTES:

Mike S. asked if there were any additions or corrections for the July minutes; there being none minutes were approved as written.

4.  OLD ITEMS:

a.   Utility Bills, Examination and SBA – on hold; will revisit at a later date.

b.   Disposition of Scrap & Unused Equipment – on hold .

c.   Water Tower – on hold because of weather.

d.  HCCC – Meetings have been held at the County level to determine the cost to each town for the Hendricks County Communication Center for 2013.  The Town of North Salem will be billed approximately  $7,222 in 2013 for 911 services.  They are billing based on per capita for each town and township.

e.  Additional Appropriations – Resolution 2012-3.  No one in attendance had any questions regarding the Additional Appropriations – taking $21,000 from the CEDIT fund to fund the cleaning and painting of the water tower.  There being no objections, Rebecca made a motion to adopt the resolution as written; Mike Russell seconded; motion passed unanimously.

f.  Mike S. gave a brief update on the clean up cases pending with the County.

5.  NEW ITEMS:

a.  Ordinance 2012-4 –  Procedure for Granting Users Appeal Rights – Rebecca made a motion to adopt this Ordinance on first reading as written; Mike S. seconded; motion passed unanimously.  Beth will advertise as required by law.

b.  Resolution 2012-2 – Setting Forth Language of Ordinance 2012-4 – Rebecca made a motion to adopt as written; Mike S. seconded; motion passed unanimously. 

c.  Water and Trash Rate Changes – we will schedule a workshop sometime this fall to discuss possible rate changes.

6.  REPORTS:

a.  Mark Basham – water tower cleaning and painting is on hold due to the drought.  Also, they found the big water leak.  It finally serviced a couple of weeks ago and has been repaired. 

b.  NSPD – for the record Mike S. presented a report from Deputy Marshal Josh Butler for July activities.

c.  Rebecca stated that she sent a letter to INDOT regarding the storm drains that need repaired in town.  She also sent photos with her letter.

d.  Mike R. stated that he has received some complaints about the number of cats running around town.  He told Doug that he should expect some phone calls.

e.  Harold Blake – stated to the Council that we need to look at expenses and income with regards to the water fund.  If we are not meeting our monthly expenses, then he suspects that we would need to have a significant increase to already high rates.  However, if we could come up with a viable plan to put in place with regard to a new filter plant to improve the quality of the water, this would be a better approach.  He also discussed the ordinance the Board spoke about last month regarding home owners and renters.  He will have something next month.

7.  PUBLIC:

a.  Tom Goode was in attendance and asked the Board about the possibility of closing an alley between his property in town and his neighbor.  After some discussion, the Board stated that they will not close any alleys.  Tom also offered to take care of the mowing of that strip of land but Mark told him and the Council that the Town would take care of the upkeep.\

b.  Gary Harris mentioned that he saw a man riding around town on a four wheeler with two car seats strapped on it.  Wanted NSPD to be aware of this.  Also, he asked about the water in the Town Park and who pays for it.  Mark said that the water is not metered….it is on for Park Use Only.  Gary then stated that he saw someone taking water from the spigot and did not think that was right.  Mark told him that he goes through the park at least twice a day and has never seen anyone taking water.  It is also regularly patrolled by the NSPD.  Mark will put a sign up in the park that states the water is for park use only.

8.  ADJOURNMENT:

There being no further business, the meeting adjourned at 6:52 pm.  The next Meeting will be September 6, 2012 at 6:00 pm.
