September 6, 2012
1. CALL MEETING TO ORDER:
The September 6, 2012 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:01 pm.
2. ROLL CALL:

3. READING OF MINUTES:
Mike S. asked if there were any additions or corrections for the August minutes; there being none, minutes were approved unanimously as written.
2013 Budget – Mike S. read the budget estimates and then asked if there was anyone present at the meeting with any questions regarding the 2013 budget. There being none, the budget will be formerly voted on next month.
4. OLD ITEMS:
a. Sludge Removal Update – Mike S. gave a brief update on this from Doug Clodfelter – new bag system is working well. Doug also told Mike that there is a problem with the skirting in one of our clarifiers and he is working to get this fixed in the least expensive way possible.
b. Disposition of Scrap & Unused Equipment – Mike S. stated that he and Mark have been talking about this. After much discussion, it was decided to scrap what we could and advertise the sewage equipment for sale on the IACT website.
c. Water Tower – still on hold at this point.
d. HCCC – Mike S. gave summary of communications between us and the HCCC regarding our equipment and antenna.
e. HC Clean Ups – Mike S. gave summary of current court cases with the County.
5. NEW ITEMS:
a. The Council set up a date for a workshop to discuss trash rates and look at water rates. They will also discuss meeting with Engineers to begin work on getting any available grant money for a new filter plant. It will take place Thursday, September 13th at 6:00 pm.
b. Storm Drain Repairs – INDOT – Rebecca was recognized for getting our new speed limit signs and storm drains repaired in town.
c. Recent Town Council elections took place for two positions coming open in 2013. There was a good turnout of voters. Mike S. and Mike R. were both re-elected.
d. Old Fashion Days went well despite the rain.
e. Warren Moreland was in attendance to speak about the donation he is going to make to the Town. He is hoping to get this taken care of in the next couple of weeks. The Town Council thanked Warren on behalf of the town and let them know how greatly appreciated his gift to the town is.
f. Ordinance 2012-5 was introduced regarding requiring property owners to keep water in their names with any new renters after the first of January 2013. Rebecca made a motion to approve as written; Mike R. seconded; motion passed unanimously. Harold recommended three readings on this ordinance.
a. Mark Basham – has been in contact with a company out of Ohio about filter media.
b. NSPD – for the record Mike S. presented a report from Marshal John Berry.
c. Rebecca – mentioned to Marshall Berry that the goat situation in town needs to be taken care of as this is against the animal ordinance the town has.
There being no further business, the meeting adjourned at 7:10 pm. The next Meeting will be October 4, 2012 at 6:00 pm.
