TOWN OF NORTH SALEM
April 4, 2013
1. CALL MEETING TO ORDER:
The April 4, 2013 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:01 pm.
2. ROLL CALL:

3. READING OF MINUTES:
Mike S. asked if there were any additions or corrections for the March minutes; there being none, minutes were approved as written.
4. OLD ITEMS:
a. HC Clean Ups – no update at this time.
b. Sewer Plant – no update at this time.
c. Water Main Repairs – Mike stated that we are working on trying to get an emergency grant to repair the water main that runs under State Road 236.
d. Planning Grant – The Grant Agreement has been signed and returned.
e. IACT – Rebecca has sent emails to our legislators inviting them to come speak at a meeting this summer, but has not yet heard back from any one.
5. NEW ITEMS:
a. Second reading of Ordinance 2013-2 on containment of damaged property; Mike S. suggested a change in some of the wording; Harold suggested changes and Rebecca made motion to approve as amended; Mike S. seconded; motion passed unanimously. Third and final reading will take place at May meeting.
b. OCRA – We are working on a consolidated Town plan.
c. Heavy Trash – Curbside pick-up has been scheduled for April 30th.
d. Town Website – Mike S. spoke to our website admin about the numerous spam emails we have been receiving. He installed a plug-in called “bad behavior” and it seems to have taken care of the problem. He also recommends we sign up for the anti-spam plug-in “aksimet” which would cost around $60 per year. Rebecca made the motion to approve; Mike R. seconded; motion passed unanimously.
e. Sewer Plant – Mike S. stated it’s time to move forward with the removal of the junk that has been stored at the sewer plant. We voted to declare scrap a few months ago so it’s time to go ahead and remove.
f. Old Fashion Days – Several citizens were in attendance regarding Old Fashion Days. There is a great deal of work that is done the week prior to the festival that Mark and Doug usually took care of but now will no longer be responsible for. Not only that, but there is a liability factor for the “Town” that needs to be diminished. After much discussion, it was agreed that the town would assist the Old Fashion Days Committee in helping to ensure a smooth transition with regards to the setting up and tearing town of the Festival. The Old Fashion Days Committee must have volunteers on hand to assist (and learn from) Mark and Doug when they set up the week before the festival and the week following the festival. This will ensure that future Old Fashion Days Committee’s will be knowledgeable and be able to handle on their own. Also, the festival must carry its’ own insurance for the festival so full liability is not on the Town.

a. Mark spoke about the repairs needed on the water main and how soon we could possibly get an emergency grant. He says the repairs need to be made prior to the water tower being painted this summer. Regardless of if we receive the grant or not, the repairs will have to be made.
b. NSPD – for the record Mike S. presented a report from Marshal John Berry for March activities. John also asked Harold for some direction on ordinance violations.
c. Rebecca thought it would be beneficial for us to attend the roundtable to be held in Ladoga in July.
There being no further business, the meeting adjourned at 7:40 pm. The next Meeting will be May 2nd at 6:00 pm.
