May 2, 2013 Town Council Meeting Minutes

1.  CALL MEETING TO ORDER:

 

The May 2, 2013 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:00 pm.  

 

2.  ROLL CALL:

3.  READING OF MINUTES:

 

Mike S. asked if there were any additions or corrections for the April minutes; there being none,  minutes were approved as written.

 

4.  OLD ITEMS:

 

a.  HC Clean Ups – no update at this time.

b.  Sewer Plant – no update at this time.

c.  Water Main Repairs – Ken Smith, Municipal Civil Engineer Corp., stated that we did receive the emergency grant and that the Public Hearing for the emergency grant will take place Monday night, May 6th, at 6:00 pm.  We should be able to begin construction in June or July.

d.  Planning Grant – Ken stated that they are still updating maps then will start water composition testing, etc.  Will have better update in June.

e.  Local Legislators – Rebecca stated that Mark Dowd, a rep from Todd Rokita’s office is planning to be at our June meeting.  She has not heard from any of our other legislators.

f.  Removal of “Junk items” – Mark stated that he could really use a dump trailer and a flat bed on the back of the town truck.  The bed of the truck is rusting off.  This way they could haul our town scrap themselves instead of having someone do it.  He stated that he could get a used dump trailer for around $2500 and also a flat bed for around $800.00.  Mike S. made a motion to approve Mark’s request; Mike R. seconded; motion passed unanimously.

 

5.  NEW ITEMS:

 

a.  Third and final reading of Ordinance 2013-2 on containment of damaged property; Mike R. made a motion to approve as written; Rebecca seconded; motion passed unanimously.  Beth will send to newspapers next week.  We also need to adopt the new code supplement.  We will have this ordinance ready for the June meeting.

b.  Heavy Trash – went well this year; no problems or complaints.

c.  WWTP – we had storm damage at the Waste Water Treatment Plant last month.  Repairs have been made and fill dirt will be added as soon as it’s dry enough.  We have an insurance claim open on this damage.  We will also be making a new sign that includes the address of the plant itself and putting it at the end of the drive.

d.  Old Fashion Days – no one from the Old Fashion Days committee attended the meeting.

6.  REPORTS:

 

a.  Mark – no additional report.

b.  NSPD – for the record Mike S. presented a report from Marshal John Berry for May activities.  John also stated that he may need a new tire for the police car; one has been plugged twice now. 

c.  Rebecca wanted to let John know that her neighbors are having a tough time with a dog that barks nonstop in the neighborhood.

d.  Harold thanks everyone for the arrangement for his mother’s funeral and also all the thoughts and prayers.  Very much appreciated.  Also, he will be attending a memorial service in June and will need to miss the June meeting.

e.  Beth – asked the Council if we could write off the outstanding balance on the account of Ginger Stultz.  This house burned down in January.  Mike S. made the motion to approve; Mike R. seconded; motion passed unanimously.  Beth also mentioned that she was looking into pricing on a new, updated copier.  Will have figures in June.

 

7.  PUBLIC:

 

Brian Barker was in attendance and asked if he could bet stone in the alley next to his house.  Our budget for Local Road and Streets was cut drastically so there is little money in the budget for this.  Most alleys in town are not stoned.  Mark does not think this will help the water problem any way because of the way the water flows down Crops street.

 

8.  ADJOURNMENT:

 

There being no further business, the meeting adjourned at 6:34 pm.  The next Meeting will be June 6th at 6:00 pm.
