NOVEMBER 5, 2015



The  November 5, 2015 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:00 pm.

Mike S. asked if there were any additions or corrections to the October 1, 2015 Council Meeting; there being none, minutes were approved unanimously as written.


  2. Appointment to the Hendricks County Communications Center – There was a teleconference scheduled for October 21st at 10 am, but Mike S. was unable to participate and he has not been able to communicate with anyone. Chief Berry suggested sending any communication to Matt Whetstone.
  3. NS School Water Line – Council and Mark Basham met with Richard King, Superintendent on October 29th. They do plan to replace water line and are investigating work to be done.  Mark and Mike S. have also been doing some investigating regarding pressure monitoring systems for both the school and the town.  If there is a problem with the water pressure, the alarm would notify Mark via cell phone.  Work will cost around $2800.00 with a monitoring fee billed yearly.  Mike S. gave information to school.  They said they use Siemens’ and will look into installing at school as well.   Mike S. made a motion to approve; Mike R. seconded; motion passed unanimously.
  4. NSPD Squad Car – New truck is in and all equipment installed.  Chief Berry stated that the Town of Amo has purchased the old squad car and asked if the Town would be interested in donating the equipment that was taken out of it.  Rebecca made a motion to declare the old equipment excess and donate to the Town of Amo; Mike R. seconded; motion passed unanimously.  Chief Berry also asked if the Council could send a thank you letter to the Pittsboro Police Department  for their donation of the in-car camera system.  He also stated that there will be a meeting on December 3rd at the Government Building regarding a free service offered by Everbridge and he is planning to attend.
  5. “NS Community Fundraising” – Ham and Bean supper was a success. We had just over 100 people attend.  We raise $1,809.46 in donations and Lilly’s matching grant added another $904.73 for a total of $2,714.19.   This puts the North Salem Community Fund over $20,000 and we will be ready to begin the grant process next year.   Thank you letters will go to those who donated; hopefully we can plan another fundraiser in the spring.
  6. Equipment for Digital Recording – Beth had no update at this time; Mike S. suggested speaking with Judy Wyeth at the Commissioner’s office and see what equipment she uses.
  7. Mike S. wanted to let Council know that Doug Clodfelter received a good report from IDEM regarding the Waste Water Treatment plant.


  2. State Board of Accounts – examined 2011, 2012, 2013 an 2014 last month. They were in the office for about 5 day total.  Exit meeting was good; should have final report by mid November.
  3. Utility Rate Study – We will conduct a rate study of towns with a population of less than 1,000.  We will also research a storm water fee.  Water and Waste Water Utilities  do not receive tax money of any kind, therefore, they must stand on their own. North Salem did not have a rate increase for 20 years when rates were increased in 2009.   The cost of operating and maintaining water and waste water plants continues to increase.

  2. Mark – reported to the Council that utility poles behind Tom Eggers’ building need to be moved to make more room for the snow plow.  Also, he spoke with Chief Berry and he stated that fire trucks could not get down the alley either because of these poles.  Mark will do some research to find out who’s poles these are and we will contact them about moving them.  Mark also brought up the possibility of purchasing Warren Moreland’s pickup truck.  It would benefit the town because it has low mileage and already has a flatbed on it; the current town truck is a 2002; it would be nice to have a backup in case anything happened plus we have the old plow we could attached that would work if needed.  Mike S. made a motion to approve the purchase of the truck; Rebecca seconded; motion passed unanimously.
  3. NSPD – for the record, Mike S. presented NSPD report for the month of October.
  4. Rebecca reported that she attended an OCRA sponsored meeting “Learn Green for Storm Water Management” in Muncie. This was free to elected  officials and town employees and she learned a great deal.  Rebecca also commented on a property in town that has “critters” going in and out of the broken windows.  She asked that the property owner be contacted to let her know.
  5. Harold Blake – No Report.
  6. Clerk-Treasurer – We will again have a holiday pitch in following our December meeting.

There being no further business, the meeting adjourned at 7:00 pm.  The next Council Meeting will be December 3, 2015, at 6:00 pm.
