MINUTES OF

TOWN OF NORTH SALEM

COUNCIL MEETING

April 12, 2012

1.  CALL MEETING TO ORDER:

The April 12, 2012 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:00 pm.  

2.  ROLL CALL:

3.  READING OF MINUTES:

Mike S. asked if there were any additions or corrections for the March minutes; there being none minutes were approved as written.

4.  OLD ITEMS:

a.  Clean Up – Mike S. reviewed cases that the County has open.

b.   Municipal Code Update – will be receiving our new code book some time in May.

c.   Utility Bills, Examination and SBA – tabled until new code is examined.

d.   Rainy Day Fund – tabled until more information is received.  Beth will research and report back in May.

e.  Department of Justice –  finally received payment.  Was deposited on March 23rd.

5.  NEW ITEMS:

a.  IACT – Beth will be attending the Clerk Treasurer Workshop and the Budget Workshop downtown in May.  Mike S. will attend the Budget Workshop and Mike R. will check his schedule.

b.  Mike S. mentioned the thank you letter from Tri West Post Prom.

c.  NSSB – Bank asked Josh to work a few hours after the attempted bank robbery.  They are paying his wages for this and not the Town.

d.  Mike S. spoke about the re-districting ordinance from the County.  He will visit the Voter Registration Office at the County Government Center and make sure they have our Ordinance on file.

6.  REPORTS:

a.  Mark Basham – spoke about the anthracite adding to our water filter.  Iron has been lower, but not where he would like it.  He will continue to work to find a solution.  A new filter plant would cost around $150,000.00 and the Town would have to have at least a 10% match for any kind of grant.

b.  NSPD – Marshal Berry presented the Board with his report for March.  He also asked the Council for time off in July to attend Church Camp.  He would also like to attend the National Fire Academy in Maryland June 22-25.  John also stated that the town ordinance traffic tickets he sent to Brownsburg could not be processed in Brownsburg and they returned them.  Harold Blake will check into this and let us know.

c.  Becky asked if we could reduce the speed limit coming into town from Roachdale.  Since it is a state road, it’s up to the state.  Becky will research this by contacting the Crawfordsville State Highway Dept.  Becky also spoke about the Park2Park Race taking place June 16th.  She has contacted several business owners in town about including something (coupons, business cards, etc.) in a SWAG bag.  She has had lots of positive feedback.  Harold suggested that Old Fashion Days include something too.  Becky also mentioned that it’s probably time to tour the town and see if there are any properties that need cleaned up, grass cut, etc.

d.  Mike S. spoke about the property behind the old Greenhouse that we had looked at a couple of years ago for a possible new water tower.  The property owner has contacted Mike to let him know that he is putting the property back on the market and must sell it.  Mike mentioned that he had spoken with Jeff Fleece about the possibility of the tractor club purchasing that property to work in conjunction with machinery field.  Mark would like to drill a test well on that property to see what kind of water is there.  Becky said she will contact Bill Roach with the County Parks Department about purchasing the property.

8.  ADJOURNMENT:

There being no further business, the meeting adjourned at 6:48 pm.  The next Meeting will be May 3rd at 6:00 pm.
