TOWN OF NORTH SALEM
February 7, 2013
1. CALL MEETING TO ORDER:
The February 7, 2013 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:00 pm.
2. ROLL CALL:

Mike Russell, Vice President Present ____________________________
President Mike Selch stated to let the record show that Rebecca was absent because she was attending an IACT sponsored meeting in Indianapolis.
3. READING OF MINUTES:
Mike S. asked if there were any additions or corrections for the January minutes or the minutes of the January BZA meeting; there being none, minutes were approved as written.
4. OLD ITEMS:
a. Disposition of Scrap & Unused Equipment – we have the sewer cleaner and the mower both listed on the IACT website. Bids are due no later than March 1st. We will also post photos in different areas of town.
b. HC Clean Ups – no updates at this time.
c. Water Plant – Mark says it continues to operate better.
e. Sewer Plant – New skirting has arrived but not installed yet because of the weather.
f. Street Signs – Several signs have been sold. Will continue to advertise in water bills.
5. NEW ITEMS:
a. Planning Grant – Sandy did submit the application by the end of January. We should hear something by the end of this month.
b. Water Main Issues – Mark stated that we had a water main break on Sunday, February 3rd. They had a hard time locating it and it ended up being in the middle of State Road 236 east of the gas station. It took all day, but they finally got it repaired around 6:30 pm. Mark also stated that all water samples came back good; the state helped repair the road later that week. Mark also said that he would eventually have to replace that transmission line and maybe this could be included in our grant proposal.
c. North Salem Old Fashion Days – Rodger Ward will let us know the date of the first meeting so we can advertise it in the February water bills.
d. New ordinance for “containment” – Mike S. asked if we could put together an ordinance for containment of damaged property, etc. Harold said he would have some preliminary information for the March meeting.
e. Budget Update – Beth stated that our MVH and LRS funds were cut for 2013 due to projected revenues being insufficient to fund the adopted budget.
a. NSPD – for the record Mike S. presented a report from Marshal John Berry for January activities.
b. Beth stated that we received a bill from the Town of Plainfield for Dispatch Fees for January 1st through June 30th, 2013 in the amount of $3,561.41. After some discussion, it was decided to pay this monthly and not all at once.
There being no further business, the meeting adjourned at 6:33 pm. The next Meeting will be March 7th at 6:00 pm.
