The June 5, 2014 Town of North Salem Council Meeting was called to order by Council President Mike Selch at 6:00 pm.


Before Roll Call, the Board took a few minutes to thank Mark Basham and present him with a plaque for his 30 years of service as Water and Street Superintendent for the Town of North Salem.  Congratulations Mark!!!

  1.  ROLL CALL:

  1.  MINUTES:

Mike S. asked if there were any additions or corrections for the May 2014 Council Meeting; there being none, minutes were approved as written.

    1. Fire Hydrant – Project is now complete.
    2. Recycle Bin – Mark stated that new recycling bins have been placed by the Community Building and are working out well.
    3. Water Pressure for the School update – Mark said that they fixed a “pin-hole” size leak on a line just across from the school and the pressure now is good.
    4. Utility Rates – We will have better information we need after we have our 6 month (half year) reconciling of our books in both Water and Waste Water.
    5. Ordinance 2014-6 – Fire Protection Fees – Rebecca made a motion to pass on third and final read; Mike Russell seconded; motion passed unanimously.  Beth will publish as required; fee will go into effect in July.
    6. NS Park Signs – Rebecca met with Barbara and Byron Porter regarding Park signs.  They would like it to say “North Salem Memorial Park in Honor of…….”  and list names of those who have passed.  Rebecca will work on getting a rendering of what the signs might look like and get approximate cost involved.
    7. Sidewalks – Mark was able to get a bid on replacing a small section of sidewalk on Pearl Street and it is quite expensive.  We have many sidewalks in town that are in bad shape and it is the responsibility of each home owner to maintain the sidewalks that abut their property.  Rebecca suggested that a letter be sent to each home owner with a copy of the ordinance.  Rebecca is still looking into possible grant money for this long term project.
    8. Police Electronic Communications – No Update.

    1.  Salary Ordinance – there will be no changes to the 2015 Salary Ordinance.  Beth will have it ready to sign next month.
      1. Wastewater Tree Limb Pile – we continue to have problems with illegal dumping at the burn pile out at the Wastewater Treatment Plant.  After much discussion, it was decided to no longer offer this service.  Mark and Doug will burn what is out there in the next few weeks and then it will be closed permanently.
      2. REPORTS:
        1.  Mark – reported that the ac/heat unit at the WWTP is no longer working.  He received a quote of $1300 for a brand new unit.  Rebecca made a motion to approve; Mike Russell seconded.  Mark also reported that the snow plow on the truck is falling apart and has been “remodeled” several times.  That being said, he reported that he can purchase a “like brand new” snow plow with a spreader for $4,000.00.  Rebecca made a motion to approve; Mike Russell seconded.

Mark then reported on the updating of the brick sidewalks in town. After some research on replacing the brick paths with concrete and then “stamping” brick into them, he found out that the cost would be very high.  So, he has begun work on replacing the bricks that are bad.  He will also be painting a handicap sign in a couple of parking spaces in town.

  1. NSPD – for the record Mike S. presented a report from the North Salem Police Department for May activities.
  2. Council Members – No Report
  3. Harold Blake – no report.
  4. Clerk-Treasurer –  Beth reported that the carpet in the entry way is badly stained and the trim has kick marks.  She asked the Council if the carpet in the entry way could be replaced with a laminate flooring and also re-paint the trim and walls at the entry.  This would cost approximately $350.00.  Rebecca made a motion to approve; Mike Selch seconded.
  5.  PUBLIC:

Rodger Ward was in attendance to speak on behalf of Old Fashion Days.  They have approved a new 20 speaker system for a cost of approximately $9,000.00.  They will be wired speakers to the buildings downtown.  Council told him that he would need to get permission from each building owner before installing.  Rodger also stated that OFD is considering a zip line during Old Fashion Days this year.  Rodger will be meeting with a ZIP LINE company representative in town on Tuesday, June 10th at 5:45 and asked if anyone from the town would like to join him.   Mike Selch suggested they meet at the Town Hall.


There being no further business, the meeting adjourned at 6:46 pm.  The next meeting will be July 3, 2014, at 6:00 pm.
